Later in august the declaration of the rights of man and citizens was passed by the National Assembly. Which now met in Paris. This document sets out basic human rights that governments may not overlook. Freedom of speech, religion, security, property, and limit the governments power. The documents contain ideas from John Locke, Voltaire, Montesquieu, and Rousseau. Once in Paris, the National Assembly established a new constitution. Most of the old systems were not in use anymore, and all Noble titles were declared obsolete.
In 1791 the king tried to leave Paris in disguise. Louis's plan was to obtain foreign help in order to restore his monarchy. The Royal Family was recognized at Varennes, they were arrested and imprisoned. Louis was forced to accepts Frances new constitution. October 1st 1791 the new Legislative Assembly tried to form a workable government. It was never going to work out, to many radicals wanted a republic, moderates wanted a constitutional monarchy, and monarchists wanted the king to be in power.
